The Independent Regulatory Review Commission met to consider five regulations. No. 2749 Department of Public Welfare #14-515: Food Stamp Discretionary Provisions was deemed approved; No 2613 Pennsylvania Liquor Control Board #54-63: License Application and Management Contracts, No. 2746 State Board of Chiropractic #16A-4317: Needle Acupuncture, No. 2640 State Board of Pharmacy #16A-5416: Revisions Regarding Current Pharmacy Practice were all unanimously approved. No 2639 State Board of Funeral Directors #16A-4816: Preneed Activities of Unlicensed Employees was disapproved with Commissioner John Mizner voting in favor of the regulation. The House Judiciary Committee held a hearing this morning on HB 40 which would expand the castle doctrine and would also provide for civil immunity for the use of force. Chairman Tom Caltagirone (D-Berks) and the committee heard testimony from a number of groups including: the National Rifle Association, CeaseFire PA, the Pennsylvania District Attorney’s Association, the Philadelphia Executive Executive Committee, Heeding Gods Call, Pennsylvania State Police Office of Risk Management, the Pennsylvania Self-Defense Rights League, and the Pennyslvania Firearams Owners Association. GOVERNOR ANNOUNCES RELEASE OF AUTISM CENSUS REPORT, COMMENTS ON CAMPAIGN FINANCE, REAPPORTIONMENT AND MORE
Speaking at a press conference yesterday afternoon, Governor Rendell announced the release of the state’s first Autism Census Project Final Report, which reveals the number of autism cases in Pennsylvania is expected to rise among both children and adults for the foreseeable future. By 2010, the Governor stated, it is expected that roughly 25,000 Pennsylvanians will be living with autism. DPW Secretary Estelle Richman and members of the legislature’s Autism Caucus, including longtime autism advocate Dennis O’Brien (R-Philadelphia) were also on hand for the report’s release. Following the announcement, Governor Rendell commented on a number of other issues, including the need for campaign finance reform and reapportionment, merit selection for judges, the possibility of a constitutional convention, as well as nuclear energy, table games, and a grand jury investigation into the awarding of certain slots licenses in 2006.
