The House Aging & Older Adult Services Committee conducted a public hearing on legislation establishing a senior alert system to aid in the recovery of missing endangered adults with mental impairments. Testimony was presented by the Pennsylvania Chapter of the Alzheimer’s Association; the Pennsylvania State Police; and the Department of Aging. The committee met consider three bills. After a lengthy discussion, HB 1961 establishing the Home Care Consumer Information Report Card Program and HB 2062 requiring carbon monoxide alarms in facilities serving care dependent persons were passed over. HB 122 establishing the Senior Alert System was also passed over because the prime sponsor was unable to attend the meeting due to a scheduling conflict. The House Aging and Older Adult Services Committee held a public hearing to listen to the results and recommendations found in the study “Improving End-of-Life Experiences for Pennsylvanians.” Committee members heard testimony from medical professionals and advocates, as well as from Secretary John Hall from the Department of Aging, who suggested that more needs to be done to encourage people to having “end-of-life” discussions before it is too late. Dr. Joseph Straton spoke about some of the misconceptions about hospice care and the importance of raising awareness for the resources that are available to residents of the Commonwealth. The House Agriculture and Rural Affairs Committee held a hearing this morning on HB 1788 by Rep. Bryan Cutler (R-Lancaster). The bill would allow for supplementation of local taxing authorities who would lose 10% of their assessed value due to preferential tax treatment from the implementation of the Clean and Green act. The committee received a briefing on the Pennsylvania Integrated Care Initiative from Secretary of Aging Michael Hall and Secretary of Public Welfare Estelle Richman. The plan is designed to allow persons aged 60 and older who are enrolled in a Medicare Advantage Special Needs Plan to have their Medicaid benefits provided through the same plan. SB 901 was passed over yet again by the House Agriculture and Rural Affairs Committee at an off the floor meeting today. Chairman Mike Hanna (D-Clinton) indicated the bill, and an amendment to it, should be ready for consideration by the committee in a week. SB 607 was reported out as committed at the meeting. The House Agriculture and Rural Affairs Committee met off the floor this afternoon, so that Chairman Mike Hanna (D-Clinton) could update members on the status of on again-off again voting meetings scheduled through the week. He said the shuffling has been due to amendments being drafted to SB 901, which was drafted by Senator Scarnati in an attempt to help an oil production company in his district. The House Agriculture Committee considered two bills. HB 1330 was reported as committed, and transfers responsibility of parking meters to local governments. HB 1742 was reported as amended, and generated conversation on the funding of fairs, and whether moving restricted money from gaming revenues to fund the fairs for an interim period is appropriate. The bill was voted out of committee with Representatives Haluska, Josephs, and Mirabito voting in the negative. Chairman Hanna also briefly discussed the impact that a lack of federal funding will have on agricultural programs at Penn State University, and urged the committee members to speak with their committee chairmen on the need to fund agriculture in Pennsylvania.
