The House Appropriations Committee met to vote on a number of bills. HBs 689, 705, 740, and 1324 were reported as committed. SB 206 was also reported as committed. HB 816 was reported as amended. The hearing was highlighted by Chairman Dwight Evans (D-Philadelphia) calling a brief recess of the committee in order to get the answer to questions posed by Rep. Douglas Reichley (R-Lehigh) from the Department of Education regarding HB 689. The full details will be in the Capitol Toolbox.

This afternoon at an off the floor voting meeting, the House Appropriations Committee voted out the governor’s proposed budget and its associated spending bills. The budget bill (HB 2279) was amended and then reported along a party line vote, with Republicans in the negative. Chairman Dwight Evans (D-Philadelphia) indicated the bills will now be in line for March 22nd floor vote to move them out of the House and before the Senate. According to a tweet from House Appropriations Committee Chairman Dwight Evans this afternoon, it appears he hopes to move both the budget bill (HB 2279) and related legislation out of the committee on Monday. The tweet reads as follows:

The House Appropriations Committee concluded its scheduled budget hearings a day early with a late-afternoon hearing with the Governor’s Office, Office of the Budget, and Department of Revenue. The often times controversial hearing focused on all aspects of the budget and many members raised concerns about increasing spending in a recession and the Governor’s plan for the Stimulus Transition Reserve Fund. Budget Secretary Mary Soderberg calmly and methodically answered the questions of the members. The full story will be available as soon as possible in the Capitol Toolbox.

The House Appropriations Committee held a budget hearing with Department of Public Welfare Acting Secretary Harriet Dichter. Several members expressed concern with the proposed 1% cut to MR providers, which Dichter acknowledged as one of many painful cuts. Members also asked about cuts to the disproportionate share to hospitals, the dependence on not-yet-approved federal funding, and lobbying practices of department employees.

The committee members questioned Secretary of Aging John Michael Hall on numerous issues involving his department. Topics of discussion included: funding for Area Agencies on Aging; the Office of Long-Term Living; integrated care; funding from the State Lottery; PACE and PACENET; nursing home care; and numerous federal waiver programs. The committee held a budget hearing with the heads of Temple, Pitt, Lincoln and Penn State. There was healthy back-and-forth discussion on the seven-month delay of state funding due to last year’s budget postponement with numerous members. Other topics of interest included advertising and athletics expenditures and the “lost decade” of funding levels.

The House Appropriations Committee held a budget hearing with the State System of Higher Education. Members asked questions relating to tuition, financial aid, and class sizes.

Members asked questions regarding the $354 million increase in basic education, the elimination of the Safe School Advocate in Philadelphia, stimulus funds, and the looming pension crisis.
