House Children and Youth – 11 a.m.

The House Children and Youth Committee held a public hearing on HB 685, a bill dealing with the regulation of family day care facilities. House Children & Youth – 11:00 a.m.

The committee conducted an informational meeting on the implementation of Act 33 of 2008 and reports on child abuse related fatalities and near fatalities. DPW Secretary Estelle Richman reported that in 2008, 50 children died as a result of abuse or neglect and 24 children nearly died. She said this is the highest number of child deaths in Pennsylvania since 2002. House Commerce discusses Housing and Economic Revitalization Act

This morning the House Commerce Committee met to hear testimony on HB 1776, the Housing and Economic Revitalization Act. The legislation, sponsored by Rep. John Bear (R-Lancaster), would attempt to stimulate job growth in the housing industry by providing tax incentives for new and existing home purchases and home improvements. Representatives of the housing industry, PHFA, and the Housing Alliance of Pennsylvania offered testimony on the subject. Check the Capitol Toolbox later for the full story.

House Children and Youth reports out adoption and breastfeeding measures, tables vote on state daycare plan bill

The House Children and Youth Committee amended and reported out HB 1907 and HB 1303 this morning, measures relating to adoption agency records and breastfeeding respectively. HB 1977, providing for a comprehensive, annual state plan relating to child daycare and early childhood development programs was tabled following objections by members to the consideration of a late-filed amendment. The committee held a public hearing on foster care and adoption initiatives. Committee members heard from a wide range of speakers including Secretary Estelle Richman of the Department of Public Welfare, who gave an overview of the Department’s initiatives and spoke about the positive impact Family Finding has had on permanency.  County commissioners, human service directors and representatives from the courts and other county entities from across the state tossed in their perspectives as well. House Commerce held a public hearing this morning on the state of business development and economic stimulus in the recession. Various business and economic development associations offered testimony to the committee, including the Local Development Districts Association, the Industrial Resource Center Association, and the Small Business Development Centers. House Commerce met this morning to consider a number of bills. HB 1656 was reported as amended while HBs 1654 and 1597 were reported as committed. HB 1608 – the Menu Labeling Act, was passed over pending input from stakeholders including the Restaurant Association and small business owners.
