House Insurance – 9:30 a.m.

The committee voted unanimously to report as committed HB 2185 repealing the sunset provisions in the Children’s Health Care Act. Members also unanimously reported as amended HB 1251 regarding the processing of consumer complaints in the context of long term care insurance and HB 2041 creating the Towing Standards Act. House Intergovernmental Affairs – 9:00 a.m.

The House Intergovernmental Affairs Committee met this morning to briefly review old business and outline possible agenda issues for the upcoming 2010 session. Chairman Curtis Thomas (D-Philadelphia) noted that this session the committee had been primarily focused on the issue of  economic stimulus and all of the complexities with oversight, transparency, and accountability that came with it. All committee members present expressed their desire for greater involvement with the future distribution of stimulus funds to better impact Pennsylvania communities. Chairman Thomas said that next session the committee would be again focusing on the economic stimulus, as well as unfunded federal mandates, PICA, and the role of ports throughout the Commonwealth. House Intergovernmental Affairs – 10:00 a.m.

The House Intergovernmental Affairs Committee held a public hearing this morning  on the impact of the American Recovery and Reinvestment Act (ARRA) on communities in Central Pennsylvania. Representatives of local governments testified before the committee today and reported many of the negative and positive effects of the ARRA funds on their communities. Testifiers spoke largely about how they feel local governments were left out of the loop when state and federal authorities approved ARRA funding guidelines for local projects. The committee was specifically interested to learn how ARRA funds may have, or have not created or sustained jobs in local communities. Check the Capitol Toolbox later for the full story.

House Insurance – 10:00 a.m.

The committee voted unanimously to report as amended HB 523 establishing the Landslide Insurance & Assistance Program within DEP. After a lengthy discussion and by a vote of 16 to 10, the committee reported as amended HB 1049 providing for mandatory insurance coverage for general anesthesia for dental care for certain persons. House Intergovernmental Affairs – 10:00am

The House Intergovernmental Affairs Committee met today to consider three resolutions and two amendments. HR 406 was reported as amended. Rep. Carl Metzgar (R-Somerset) raised discussion as to the benefits of the resolution and it’s amendment. HR 420 was unanimously reported as amended and HR 441 was unanimously reported as committed. House Intergovernmental Affairs – 10:00 a.m.

The House Intergovernmental Affairs Subcommittee on Federal State Relations met to consider three resolutions. HR 406 was reported to the full committee with a negative recommendation; HR 420 was sent to the full committee as amended and HR 441 was unanimously sent to the full committee for consideration.

The committee conducted a lengthy hearing on the use and potential use of Total Quality Management in healthcare. The members heard testimony from several experts in the field. Check the Capitol Toolbox later for the full story.

House Insurance – 9:00 a.m.

The House Insurance Committee held a public hearing this morning on a package of bills to address insurance reform. The committee heard from the PA Insurance Department, Insurance Federation, Highmark and Blue Cross of Northeastern PA, and PA Insurance Fraud Prevention Authority. There was general agreement among the testifiers that insurance fraud is a growing problem that needs to be addressed, although varying solutions were offered.

House Intergovernmental Affairs Committee – 10:00 a.m.

The committee met to discuss old business and consider two resolutions. Chairman Curtis Thomas (D-Philadelphia) mentioned the National Conference of State Legislatures meeting on July 20, 2009 and shared with the committee the conference’s agenda. He also brought the committee’s attention to the town hall meeting taking place at City Hall, Philadelphia on July 23, 2009. At City Hall, there will a public hearing on immigration and four of the committee’s members will be testifying. After old business, the committee unanimously reported HR 343 and HR 387 as committed. House Intergovernmental Affairs Subcommittee on Fed-State Relations 10:00 a.m.

The subcommittee met today to consider three resolutions and one bill. HR 343 and HR 387 were unanimously returned to the full committee without amendments. HR 258 failed in subcommittee by a vote of 4-3, and HB 1752 was unanimously held in the subcommittee. Check the Capitol Toolbox later for the full story.
