House Judiciary Committee holds public hearing on paternity testing

The House Judiciary Committee held a public hearing today on HB 1140. The topic of the hearing dealt with mandatory paternity testing and the presumption of paternity. Testifying was a family affected by the presumption of paternity, a Court of Common Pleas judge from Allegheny County, and members of the Pennsylvania Bar Association who conducted a task force on the subject 11 years ago.

House Judiciary Committee Vigorously Debates and Holds Over Sexting Legislation, Moves Other Bills

The House Judiciary Committee, in an attempt to move HB 2189, was the forum for much debate on the bill dealing with “sexting.” The ultimate decision was to hold the bill over for additional work and the bill is set to be voted on again by the committee next Tuesday. Much of the debate on HB 2189 focused on confusion between transmission and dissemination as well as a desire to make sure children’s lives are not ruined by the imposition of penalties too stiff for the situation. The committee also held over HB 2075. HB 2221 and SB 126 were reported as amended, while HB 967 was reported as committed. The full story will be available in the Capitol Toolbox later this morning.

House Judiciary Committee Discusses Indecent Assault Legislation

The House Judiciary Committee held a public hearing this morning on HB 1625. The committee took testimony from child advocates and the Pennsylvania Commission on Sentencing. Check the Capitol Toolbox later for the full story.

House Judiciary – 11:00 a.m.

The committee held a public hearing on HBs 1957 and 1958. The committee heard testimony from York County law enforcement officers and the York County District Attorney’s Office. All testified in support of the pieces of legislation. Written testimony was submitted by the Domestic Violence Coalition, who voiced concerns about certain aspects of the bills. House Judiciary – 11:00 a.m.

The Committee held a public hearing on HB 928, dealing with the detection of child rapists. Both medical doctors and attorneys testified as to the efficacy of the bill and strong support was indicated on either side of the issue. The thrust of the arguments against the legislation is its perceived duplicative nature and the fear of deterring children from seeking help. Check the Capitol Toolbox later for more.

House Judiciary Committee, Subcommittee on Family Law – 9:45 a.m.

The House Judiciary’s Subcommittee on Family Law held a public hearing on HBs 418, 463, and 1639. The lengthy and often times emotion-filled hearing heard from many parts of the community affected by the current domestic relations law as it relates to parental custody and domestic violence. House Judiciary Committee – 11:00 a.m.

The House Judiciary Committee held an informational hearing to discuss the issue of mentally ill inmates in the state correctional facilities.  The committee heard testimony from a concerned citizen, Peter Scherer, who was advocating for the establishment of a mental health volunteer advisory committee.  Chairman Tom Caltagirone (D-Berks) also revealed that the Department of Corrections will likely ask for a budget increase of $200 million this fiscal year. House Judiciary passes over “sexting” bill at voting meeting

At its off the floor voting meeting this afternoon, the House Judiciary Committee passed over HB 2189 , defining the offense of dissemination of prohibited materials by minors via electronic communications, pending the drafting of an amendment. The bill will be taken up at the committee’s next meeting. Several other bills were voted out at the meeting, however. Check the Capitol Toolbox later for the full story

House Judiciary – 10:00 a.m.

The House Judiciary Committee entertained several ideas from members of The Prison Society, a prison reform organization, at an informational meeting today.  Members of the Prison Society detailed numerous programs that have benefited the correctional system by reducing recidivism rates and rehabilitating inmates.  They also voiced concern about the proposed arrangement that would send PA inmates to out of state facilities and overcrowding in the system.  Several members of the committee raised budgetary concerns and discussed ways to make the correctional system run efficiently.  Check the Capitol Toolbox later for the full story.

The House Judiciary Committee held and informal informational meeting with the ACLU of Pennsylvania and Pennsylvanians for Alternatives to the Death Penalty.
