House Labor Relations Committee Consider Bills on Binding Arbitration, Workforce Investment Boards

The House Labor Relations Committee held a meeting to consider several bills. They focused on the addition of language to existing law that would require the inclusion of youth councils within local workforce investments boards. They also considered a bill from Chairman Belfanti that would provide law enforcement officers with limited jurisdiction (campus police officers, for example) the right that other officers enjoy to have binding arbitration agreements. House Labor Relations Committee – 1:30 p.m.

The Committee held a hearing to discuss HB 2160 (work sharing bill). Testifiers included Rep. Matthew Bradford (D-Montgomery), the prime sponsor of the bill, and representatives from the PA Chamber of Business and Industry, PA Department of Labor and Industry, New York State Department of Labor and the PA AFL-CIO. House Labor Relations – 9:30 a.m.

The committee held a public hearing on HB 2230. Rep. Marc Gergely (D-Allegheny), prime sponsor of the bill, said that the legislation creates Industry Partnerships which are “critical to the economy” and called on Republican members to sign on as cosponsors. The committee heard from the Department of Labor and Industry, Keystone Research Center, and a number of businesses which expressed strong support of the bill. House Labor Relations Committee discusses whistleblower enhancement law

This afternoon the House Labor Relations Committee met to discuss HB 2108, legislation by Rep. Brian Ellis (R-Butler) that would update the state’s whistleblower law, extending it to the private sector and increasing civil fines from $500 to $10,000. The law has remained unchanged since 1986. House Labor Relations receives update on workers compensation

This morning the House Labor Relations Committee got an update on workers compensation from the Pennsylvania Compensation Rating Bureau. PCRG, which is an independent, non-profit organization, reported that while claim frequency has dropped over the last 15 years, the severity and cost of individual claims continues to rise, contributing to overall workers comp prices. Employment eligibility verification bills reported from House Labor Relations

House Labor Relations amended and voted out two bills this morning that would require employment eligibility verification for both employees of public works contractors and subcontractors, and in the private construction industry. The bills, HB 1502 and 1503, are both sponsored by Rep. John Galloway (D-Bucks), and now move to the House Floor for consideration. Check the Capitol Toolbox for the full story.

House Labor Relations – 9:45 a.m.

The House Labor Relations Committee held an informational meeting this morning regarding House Bill 1780. According to the prime sponsor Representative Dan Frankel (D-Allegheny) HB 1780 would amend the Workers Compensation Act to allow insurers to provide workers compensation to sole proprietors, partners of a partnerships, or officers of a limited liability company. Rep. Frankel said the bill would close a gap in Pennsylvania’s Workers Compensation Act and bring Pennsylvania up to speed with surrounding states. Testifying in support of the bill were representatives of the insurance industry, as well as Liz Crum of the Department of Labor and Industry. Check the Capitol Toolbox later for more information.

House Labor Relations Committee – 9:30 a.m.

Pennsylvania Department of Labor and Industry Secretary Sandi Vito spoke in front of the committee today to explain and answer questions about the stimulus funds received through the AARA.  Secretary Vito started her presentation by explaining that under the AARA, unemployment claimants will receive an additional $25 a week. The AARA also extends the number of weeks that the federal government will pay unemployment benefits. The Secretary focused on the stimulus’ programs to help the unemployed find work, and on job training programs to help state employees when the economy picks up. House Liquor Control – 9:30 a.m.

The House Liquor Control and Senate Law and Justice Committee held a joint public hearing today to discuss the Pennsylvania Liquor Control Board’s (PLCB) proposed wine boutiques and kiosks. Committee members were interested to discuss the specifics of both the boutiques and kiosks, in regards to how they would effect competition, be profitable, and be consumer friendly while still protecting minors from underage alcoholic consumption. Members of the PLCB argued that the boutiques and kiosks would not harm Pennsylvania’s restaurants and would promote competition, while representatives of the restaurant industry contended otherwise.
