Governor Rendell, General Wright, and Director French Discuss Storm Recovery Efforts and Southeast Power Outages

Governor Edward Rendell and the heads of PEMA and the Pennsylvania National Guard held a conference call with members of the media to discuss the recovery efforts from Wednesday’s snow storm and the widespread power outages in the Southeastern region of the commonwealth. All stressed the most pressing issue is restoring power. General Wright said 400 National Guardsmen will be conducting “presence patrols” in the affected counties to help those in most need. Governor Addresses Media Concerning Budget Proposal

The Governor met with members of the media to answer questions about his recently announced budget proposal. During the question and answer period, the Governor addressed the repeals of certain sales tax exemptions, his ideas on the Stimulus Transition Reserve Fund, and his overall budget expectations. Governor Says PA Hospitals Willing to Treat Severely Injured Haitians

Governor Rendell was joined by Department of Health Secretary Everette James and Carolyn Scanlan, president and CEO of the Hospital and Health Association of Pennsylvania for press conference today to announce that “Pennsylvania is ready to provide medical and humanitarian care for some critically injured earthquake victims.” The governor sent a letter to  the U.S. Department of Health and Human Services and U.S. Department of Homeland Secretary which said that several Pennsylvania hospitals are “willing to accept patients immediately despite a lack of clarity regarding federal reimbursement for services and how and when that will be provided.” Governor Rendell indicated that Florida is already treating some Haitian patients but the demand has caused the U.S. Transportation Command to reach out to additional states to help care for the victims. Governor Announces Measures to Ensure Accurate Count in 2010 Census

Governor Rendell held a press conference this afternoon to announce the creation of the 2010 Census Advisory Panel and outlined other steps that will be taken to ensure an accurate count of every Pennsylvania citizen. Governor Rendell said Pennsylvania was undercounted by 102,000 people during the 2010 census and stressed that many federal grant programs determine the amount of funds a state will receive solely on the basis of population. Franco Harris and Ana Ortiz will co-chair the Advisory Panel and members of the business community, academia, labor organizations and many others will be participating. “Help us reach the goal line so we can continue to be a championship state,” Harris said. Senate Labor & Industry – 12:00 p.m.

The committee voted unanimously to report the renominations of Daniel Fleck, Herbert Hoffman, Robert Krebs and Susan McDermott and the nominations of Sandra Crawford, Alfonso Frioni and David Wilderman to the Workers’ Compensation Appeal Board. In addition, the committee voted unanimously to report as amended SB 1077 amending the Pennsylvania Construction Code Act by adding provisions relating to buildings with log walls. Governor Calls on Legislature to Return, Discusses H1N1

Governor Rendell this morning called on the legislature to return November 9 and sent table games and gaming reform to his desk that same day.  The governor argued there is no reason why compromised cannot be reached by that time, noting that payments to students and hospitals are being held up due to this delay. Furthermore, Governor Rendell discussed recent disaster declarations of President Obama and the City of Philadelphia due to the spike in cases of H1N1 (swine flu). He emphasized that Pennsylvania is well prepared to deal with the illness.

Governor Announces Grants for Workforce Training

Governor Ed Rendell held a press conference this afternoon announcing that a $300,000 federal grant has been given to JLG Industries for worker training. JLG has seen escalating demand at their McConnellsburg, PA plant due to a military contract  to manufacture a new armored vehicle to be used in Afghanistan. Craig Paylor, President of JLG Industries, lauded the grant, which he said will allow the plant to work more efficiently. Governor Rendell Announces $3 Billion in Delayed Payments

Governor Ed Rendell held a press conference this afternoon with State Treasurer Rob McCord and Secretary of Budget Mary Soderberg to announce $3 billion in delayed payments to education and social service programs. Governor Rendell explained that even before the budget was signed on October 9th, plans were in motion to ensure that necessary funds would reach ailing programs and services as soon as possible. The “high priority payments,” Governor Rendell said included funding for basic and special education, as well as other child care services such as Pre-K Counts and Head Start. Governor Comments on Stimulus Impact in Pennsylvania

Governor Ed Rendell held a press conference this morning to address the impact of federal stimulus money on Pennsylvania, ahead of  submitting the first quarterly report on stimulus activity to the federal government. The governor praised the state’s implementation of the money along with the improvements the money is making to Pennsylvania’s economy. The stimulus packed has hired thousands of people, started the building of hundreds of bridges, and provided extended welfare and additional food stamps to thousands, said the governor. Senate Labor and Industry – 11:00 a.m.

The Senate Labor and Industry Committee held a public hearing on Senate Bill 1001 which would make exemptions to the Uniform Construction Code (UCC) by not requiring the mandatory installation of fire sprinkler systems in new townhouses or single or two-family dwellings. Not specifically at issues but discussed throughout the hearing was the general process by which the UCC is established, and whether that system is seriously flawed. Members of the International Code Council, and the UCC Review and Advisory Council (RAC) spoke to the issue of code development, while representatives of building associations testified in support of SB 1001, along with local government officials who claim the bill is unnecessary and will stifle the already fragile housing market.
