Senate Transportation – 9:30 a.m.

The committee voted to report out legislation dealing with municipalities without police departments receiving 50% of fines from tickets issued by the State Police in those municipalities. The legislation, SB 225, was reported as amended. Also reported as amended was HB 67 dealing with restrictions and requirements of junior drivers with regard to use of wireless electronic devices, additional passengers, seat belts and additional hours of driving with a learner’s permit. Chairman John Rafferty (R-Montgomery) told the committee that the bills are being reported but discussions with continue with the House Transportation Chairs and other stakeholders before any final action by the Senate and House. Senate Transportation – Off the Floor

Senate Transportation – 9:30 a.m.

The committee voted unanimously to report as committed SB 1047 which amends the Rail Freight Preservation & Improvement Act to allow certain railroad companies to perform work at their own costs with company forces without putting the contract out for contract. Minority Chairman Barry Stout (D-Washington) expressed concern with the bill’s impact on the prevailing wage and the Act. President Pro Tempore Joseph Scarnati (R-Jefferson), prime sponsor of the bill, said he is willing to work with Senator Stout to address his concerns. Senate Transportation – 11:00 a.m.

The Senate Transportation Committee held a public hearing to consider the nominations of Timothy J. Carson, J. William Lincoln and A. Michael Pratt to the Pennsylvania Turnpike Commission. Mr. Pratt was the only nominee who was not already a standing member of the commission. After opening statements and some comments from Mr. Carson regardingthe potential tolling of I-80 and financial status of the public-public partnership between the Turnpike Commission and PennDOT, the nominees were confirmed unanimously with a single vote. The nominees will now be considered by the Senate Rules and Executive Nominations Committee.

The committee received an update from PennDOT Secretary Allen Biehler, Deputy Secreetary Scott Christie, and Director of the Bureau of Design Brian Thompson on the department’s utilization of Federal stimulus moneys and its project delivery improvements. The committeee conducted a public hearing with representatives from SEPTA, the Port Authority of Allegheny County and the PA Public Transportation Association regarding additional funding from the Federal stimulus, shortening the timeline for project delivery and the performance requirement changes contained in Act 44. Serving his second term representing the people in the 24th Senatorial District, Senator Robert Wonderling (R-Montgomery) is the new chairman of the Senate Transportation Committee.
