Senate Approp holds budget hearing with Gaming Control Board

This morning the Senate Appropriations Committee met with the Pennsylvania Gaming Control Board to discuss its 2010-11 budget request. Chairman Greg Fajt told committee members the board is requesting an overall budget of $37.018 million; a 9.7.% increase over last year. Much of the increase, he said, is due to the additional staff needed to monitor newly legislated table games, and an additional three casinos expected to come online in the upcoming year. House Appropriations budget hearing with Gaming Control Board

Though the Pennsylvania Gaming Control Board is not funded through the state’s General Fund, PGCB Chairman Greg Fajt appeared before the House Appropriations Committee today to request authorization to spend $37.39 million in FY 2010, in addition to $2 million set aside for local law enforcement grants. The total represents an overall increase of $3.6 million, or 10.8% over last year. Chairman Fajt said the increase is necessary due to the expected opening of three more casinos in 2010, in addition to the extra staff that will be needed to implement and monitor table games. Senate Committee hears from casinos, horse racing industry on issue of table games

This morning, representatives from Mohegan Sun, Philadelphia Park, Sands, The Meadows and Presque Isle testified before the Senate Community, Economics and Recreational Development Committee on the subject of table games. Unsurprisingly the gaming industry offered its uniform support for expansion into table games, and advocated for the lower end of both the initial license fee and ongoing tax rates.

The Pennsylvania equine industry also voiced its support for table games, but offered some cautions moving forward, in part relating to the potential for a decrease in slots revenue. Check the Capitol Toolbox later for the full story.

IRRC – 10:30 a.m.

 IRRC met this morning to consider 6 regulations, of which 2622 was deemed approved and the remainder were unanimously approved with the exception of 2739 from PGCB. There was much discussion on 2739 regarding concerns raised by Philadelphia Park about the inefficiencies and increased costs that the regulation would create. Ultimately the regulation was approved with only Commissioner Frantz voting in the negative.

Senate Community, Economic and Recreational Development – 10:00 a.m.

The Pennsylvania Gaming Control board answered questions this morning from members of the Senate Community, Economic and Recreational Development Committee, on topics ranging from its 6.4% budget increase request to the status of the two Philadelphia casinos, which have yet to break ground. The committee also reported two bills to the floor – SB 200 and SB 655. Check the Capitol Toolbox later for the full story.

Senate Budget Hearing with PGCB

The Senate Appropriations Committee held a lengthy budget hearing with the Gaming Control Board. Several members spoke out against the lack of transparency in board actions and seeming apathy toward putting the interests of taxpayers first. Members also asked about the impact of the Clean Indoor Air Act in casinos and the future of the two Philadelphia casinos, among other subjects.

House Appropriations – off the floor

House Appropriations voted on one bill today, SB 1063, which would consolidate the collection of earned income taxes at a county-wide level. Two Republican members voted against the bill.
