House Health & Human Services Subcommittee on Mental Health – 1:00 p.m.

The House Health & Human Services Subcommittee on Mental Health met today for a public hearing to address concerns with the reporting process and operating procedures for Mental Retardation Group Homes. Testifying in front of the committee were panels representing advocacy groups, providers, and consumers of mental health services. The issue of Adult Protective Services (APS) was extensively discussed during the hearing as a better safety tool for citizens with mental disabilities than the current incident reporting system. Testifiers produced a clear consensus that the current system for reporting incidents leaves too many gaps in delegated responsibilities and duties and is in serious need of reform. Mental Health, Social Services Workers and Consumers Urge 'No More Cuts'

Led by Resources for Human Development (RHD), mental health and social services providers, consumers, and advocates gathered in the Main Rotunda of the Capitol Building to rally against proposed budget cuts that would severely reduce or eliminate social services programs across the state. A number of speakers representing a variety of social services explained that proposed budget cuts would have devastating effects on the lives of thousands already struggling to get by. Speakers called on the legislature to explore more ways to increase state revenue and fully fund threatened programs and services. Check the Capitol Tool Box later for more information.

Pennsylvania Budget & Policy Center Holds Day Two of Capitol Rallies Against Senate Bill 850

The Pennsylvania Budget & Policy Center (PBPC) gathered concerned citizens today in the Capitol Building for their second straight day of rallies against Senate Bill 850. Joined by a passionate audience, Sharon Ward, director of the PBPC called on legislators to not make cuts to critical mental and physical care services and warned citizens throughout the Commonwealth that “we all have something to lose,” under SB 850. Ward and other speakers urged lawmakers to”raise revenue to protect our services and preserve our future.” Check the Capitol Tool Box later for more information.

Group Holds Rally for Community MH/MR & Drug & Alcohol Funding

The Pennsylvania Community Providers Association held a rally in the Capitol Rotunda for community MH/MR and drug & alcohol funding which face budget cuts. Several lawmakers also participated. Check the Capitol Toolbox later for the full story.

Senate Appropriations – PCCD Budget Hearing

Senate Appropriations met with the Pennsylvania Commission on Crime and Delinquency this afternoon. Executive Director Michael Kane updated members on the  Commission’s work with juvenile justice programs, community outreach, and anti-recidivism efforts. House Judiciary

The House Judiciary Committee met to consider several bills today. Among the bills was HB 2532, which states that cruelty to animals includes tail docking, debarking and surgical birth. The bill garnered much attention from the packed audience. The committee amended the bill, but did not approve an amendment that would have extended animal cruelty to other farm animals….
