Legislator Pushes “3-Pronged” Approach to Legislative Reform

 Rep. John Yudichak (D-Luzerne) announced today a “three-pronged” approach to legislative reform including: term limits for leadership positions; per diem reform; and a constitutional convention. He said that “recent budget battles and a deepening recession have dimmed the light of reform and swept its agenda from center stage in the legislature. It’s time to bring reform back to center stage.” Joining Rep. Yudichak in the call for reform were Rep. Pennsylvania Bar Association Announces Commission to Take an In-Depth Look at the Pennsylvania Constitution

Clifford Haines, President of the Pennsylvania Bar Association announced a thirty-member commission that will conduct and in-depth study of the Constitution of the Commonwealth. Haines said the commission is made up of legal scholars, lawyers, judges, legislators, and the governor’s staff. He said the commission is needed because “government in the Keystone State clearly is not working for Pennsylvanians.” Check the Capitol Toolbox later for the full details.

House Judiciary – 10:00 a.m.

The House Judiciary Committee met this morning with the PA Bar Association to discuss the association’s legislative agenda. Discussion covered a gamut of topics, including constitutional convention, jury selection & compensation, live animal shoots, municipal consolidation, sentencing, and arbitration.

Governor announces release of Autism Census report, comments on campaign finance, reapportionment and more

Speaking at a press conference this afternoon, Governor Rendell announced the release of the state’s first Autism Census Project Final Report, which reveals the number of autism cases in Pennsylvania is expected to rise among both children and adults for the foreseeable future. By 2010, the Governor stated, it is expected that roughly 25,000 Pennsylvanians will be living with autism. DPW Secretary Estelle Richman and members of the legislature’s Autism Caucus, including longtime autism advocate Dennis O’Brien (R-Philadelphia) were also on hand for the report’s release.

Following the announcement, Governor Rendell commented on a number of other issues, including the need for campaign finance reform and reapportionment, merit selection for judges, the possibility of a constitutional convention, as well as nuclear energy, table games, and a grand jury investigation into the awarding of certain slots licenses in 2006. Groups Renew Call for Constitutional Convention

The Pennsylvania Constitutional Convention Commission which includes representatives from such groups as Common Cause/PA, the Commonwealth Foundation, Democracy Rising PA, and the League of Women Voters of Pennsylvania, today announced publication of The Citizen’s Guide to a Modern Constitutional Convention and renewed their call for a convention to revise Pennsylvania’s Constitution. Senate State Government – 12:00 p.m.

The committee reported out three bills calling for the convening of a constitutional convention by voter referendum. Two of the bills provide for a limited convention while the third bill provides for a citizens constitutional convention to address all sections of the Pennsylvania Consitution except Article I (Declaration of Rights).
