The committee heard from DCNR Secretary, John Quigley, who discussed a number of issues ranging from Heritage parks to Marcellus shale. DCNR informed the committee 12 additional staff will be needed to help manage state forests in anticipation of increased construction of natural gas wells. The House Appropriations Committee met with DCNR officials to discuss the situation of the proposed 2010-11 fiscal budget. Acting Secretary, John Quigley, acknowledged DCNR’s budget is facing a 1% across the board cut but reassured the committee that all 117 parks will remain open and DCNR will run more efficiently. Marcellus shale exploration was also discussed along with potential revenues and consequences to the environment. Check the Capitol Toolbox later for complete story.

The Pennsylvania Parks and Forests Foundation (PPFF) was joined by other conservation groups to highlight the value and importance of Pennsylvania’s state parks during a press conference held this morning in the Main Rotunda of the Capitol Building. Led by the President of PPFF, Marci Mowery and the other speakers touted the many ways in which Pennsylvania’s state parks and forests help to improve the quality of life for residents and visitors. Also discussed during the press conference was the history of Pennsylvania’s parks system, as well as the many ways in which parks and trails help to stimulate the state and local economies. The Senate Environmental Resources and Energy Committee met to consider four bills. SB 235, SB 880, SB 962, and SB 963 were unanimously reported as committed. Check the Capitol Toolbox later for all the details.

Governor Rendell has announced the nomination of John Quigley to be the secretary of the Department of Conservation and Natural Resources. Quigley has served with DCNR for the past four years, most recently as the chief of staff and prior to that as the director of Legislation and Strategic Initiatives and of Operations.
“John has closely guided some of DCNR’s priority projects over the past several years, most importantly working through the department to help Pennsylvania address the impacts of climate change, which is the biggest potential threat to the health of our natural resources,†Governor Rendell said.
The Governor also announced that Karen Miller of Reading, a former secretary of the Pennsylvania Department of Community Affairs, will serve as the DCNR chief of staff.
“We also are very fortunate to be able to fill the vacancy created by John’s move with Karen Miller, who has tremendous experience in the area of sustainable growth and community vitality and will be a great asset to DCNR’s efforts to tie natural resource protection with economic revitalization,†the Governor added.

Rep. Paul Clymer held a press conference calling for the passage of HB 1006, which would require ignition interlock on the vehicle of a first time DUI offender. Representatives from MADD, PA DUI association and other anti-drunk driving groups joined Rep. Clymer in support of the bill.
